Surely it is not beyond the competence of a Home Secretary, even one as bad as Theresa May is, and the PM of the day to appoint someone who has absolutely no connection to the period or the leading Politicians of the period too.
What an absolute farce of bad judgement has come from both the Home Secretary and PM as to this.
