Jeremy's account of what happened seems immaterial to me and so is her being naked under the dressing gown.

By Chloe's account of what happen he did not attack her, he did not try to disrobe her, nor did he try to expose her.

Initially, she handled it appropriately by telling him she didn't like what he did and leaving immediately. But after she left the bathroom she overreacted, egged on by some of the other women in the house. She stood directly outside the bathroom hyperventilating recounting the incident. This seems like crying wolf, but in truth its an overreaction since something actually did happen. If she was so traumatized by the experience she'd have gotten as far away from Jeremy as she could.

The incident was blow out of proportion by Chloe's behaviour outside the bathroom and some of the HMs reactions.
