Yes the cyclist should have been more carful but then the mother should ber keeping a close eye on her.

Yeah they are
Unless there's a cycle lane then the road is exactly where they're supposed to be
And of course a child should be able to walk from their gate to the footpath without holding someones hand, the mother was just in front of her.
