It's not only in Central and Eastern Europe, all the EU countries are participating apart from the UK. That article is saying that nine countries from central/eastern Europe voted against the agreement but have had it imposed on them anyway, though those countries will only take 10,000 between them

A lot of EU countries are not going to like this and will see it as bullying by Germany and France. It's a bold move to have a vote like this decided by majority and not unanimity.
