The shorter a duration that an event is which draws masses of people together, then the less opportunity for any terrorists to have such a huge static target.
Intoxicated people are notoriously much more difficult to control should evacuation procedures become necessary, or if panic sets in - especially when
en masse.
It all makes perfect sense to me.
