Its not the result that Cameron wanted but having called this referendum there is some responsibility on the government to have prepared for this outcome given that they have the machinery of the civil service, public funds etc. at their disposal. Cameron might be going but its too important a time for him to just be a lame duck gripped by lethargy, he does need to be acting now and exploring how we can make the most out of this result.
