Default Chat and Chat and Games?
I am not too sure I know what the distinction is. Seems Chat and Games is just a couple of great big "hi, how are you today" threads and then a pile of other threads that would be better off in Chat.

How comes we need both?

Would a General Discussion like they have on DS not be better for the 2 of them and Serious debates?

I don't see a use for general chat though apart from getting post count up.

I think Chat and Games is meant to be for chit-chat threads and forum games, whereas General Chat is for specific subjects. That's the way I see it anyway.
