Default Sam Pepper should never have been a housemate.
What they should have done with him is made him a housemate in ultimate, the same way they made chantelle a non celeb housemate.

Well, that was the whole point on Chantelle being in there wasn't it?

And we wouldnt either, nor would BB know what he was like for that matter, they cant just stick someone in unless they've done something worthy of being in there in a previous series. It would be a pretty big risk
