"Perhaps surprisingly," their economists said, "the interaction between migrant inflows and GDP emerges as positive, indicating that during periods of lower growth, migrant inflows are associated with ... slower [dole] claimant growth than would otherwise have occurred." The researchers did concede that the stimulating effects of migration on the overall labour market at a time of recession are likely to be small.

The anti-immigration pressure group MigrationWatch claimed yesterday that rising immigration from Eastern and Central Europe since European Union enlargement in 2004 had contributed to a surge in youth unemployment in Britain, which is now above 1 million. MigrationWatch released its own report, saying: "Youth unemployment in the UK increased by almost 450,000 in the period from 2004 Q1 to 2011 Q3. Over the same period, numbers of workers from the A8 countries grew by 600,000.

"Correlation is not, of course, proof of causation but, given the positive employability characteristics and relative youth of migrants from these countries, it is implausible and counter-intuitive to conclude ... that A8 migration has had virtually no impact on UK youth unemployment."

However, critics of MigrationWatch pointed out that youth unemployment started rising before 2004, the point when Polish and other former Soviet bloc nationals were freely permitted to enter the UK to work.

And Jonathan Portes, the director of the National Institute of Economic and Social Research and former chief economist at the Cabinet Office, also argues today that most of the rise in youth unemployment took place in 2008 and 2009, a period during which the number of Eastern European workers entering Britain to seek employment dipped. Government ministers have implied a link between immigration and joblessness. "Controlling immigration is critical or we will risk losing another generation to dependency and hopelessness," said Iain Duncan Smith, the Secretary of State for Work and Pensions, in a speech last July.

The Coalition has imposed a cap on immigration from outside the European Union and has pledged to reduce net migration to "the tens of thousands" a year by the end of this parliament in 2015.

The Office for Budget Responsibility, however, has cast doubt on whether the Government will succeed in meeting this goal, with the Coalition's fiscal watchdog estimating that average annual migration until 2016 will be 140,000.

Net migration hit a record high of 252,000 in 2010, although this was mainly due to a sharp fall in the number of Britons leaving the country rather than an increase in immigration.

To analyse the impact of migration on the labour market, the Institute's researchers compared the overseas nationals who were allocated national insurance numbers in an area with the number of people claiming the dole locally.

Yea, cause immigrants take jobs for such low wages that most citizens would never take. How many immigrants get paid under the table though??? The study doesn't take that into account at all. immigrants will take jobs, and get paid off the books for less then they should be paid, and that's how they steal jobs.

this study has no idea how many immigrants are getting paid for jobs off the books, so it makes the whole study pointless and irrelevant.

Well by their very nature it's not going to be easy to record how many are working cash in hand, but I think you're overstating it and I don't really see what difference it makes to the results from the study that "migrant inflows are associated with ... slower [dole] claimant growth"

Well it might be different in the UK, but in the US, most immigrants get paid off the books. Field workers, Gardeners, Nanny's, Maid's etc, most illegal Mexican labor is done off the books. And it drives down the wages for all of the legitimate Americans trying to do those same jobs. So they really are stealing jobs from American's that would be willing to do those jobs for a legal wage.

The point being that immigrants who are prepared to work for slave wages are exploited by unscrupulous employers who have no incentive or motivation to ensure they pay a realistic wage for jobs that would enable workers to actually be able to live without having to rely on other state handouts. A minimum wage should be sufficient to enable people to pay their basic living expenses independently, and it should be different across the country to take account of the actual cost of living in different areas.

People, whether immigrants or not, working for slave wages (often illegally, under the counter, cash in hand, whatever) ensure that wages remain ridiculously low, which is the real reason that the black economy is thriving and employers are complacent because they know they can fill any vacancy ten times over. The problem lies with exploitative employers not desperate employees. Penalties for rogue employers need to be far harsher than the slap on the wrist fines most get.

I will always defend immagrints, I work along side several Polish people and they're proper nice people, plus I know that things are are hard in Poland, so I respect them for coming to another country just to earn a living, it annoys me that so many are exploited.

Poland's economy is actually performing quite well atm, they've been the only EU country to avoid recession over the last few years but yeah their living standards and wages are still quite low, the average hourly wage is only €7 which is below our minimum wage I think

I'm friends with a Polish person on line, they worked as a teacher in Poland and they found it so hard to get by day to day that they moved over here, though they'd lived in Britian before, I think they plan to stay here for good now.
