I always assumed it was jam first and then the cream.

...but equally I never knew it was a big issue which way round you do it.

usually put the cream first and the jam on top or else you can't taste the jam if it's underneath.

the devon way makes the most sense tbh, jam is less runny than cream and less likely to go everywhere if it's on a pile of something
