I'm confused as to why the twins didn't go through the time machine. I thought each would have been replaced with one of the newbies.....4 in 4 out.

No, there is no way they could do that. The people going have to be the people that were voted for. After the voting scandals a few years ago these things are very closely watched and adjudicated.
