I don't back this. Where do they think homeless people are going to find money to pay a fine? Monumental waste of resources that could be put towards helping homeless people have a better future and a bit of stability.
Fire risk my arse. |

Hopefully they will use this money to actually house these people
I hate how the homeless are just treated like stray animals

Erm they aren't going to afford the fines which means they'll go to prison which costs money = money the could be using to tackle the homelessness problem! It's not common sense.

I'm with Riley on this. The homelessness problem shames our whole country. Making them into criminals on top of everything else is madness.

Don't see how a sleeping bag on a wet pavement is a fire risk personally.

Honestly one of the dumbest things I've read in a long while. It's essentially fining people for being homeless.
It's stupid, callous and cruel. |

YIKES if they had 1.5k they wouldnt sleep outside anyways...
Also stop being so self centered and heartless for once. Just because you were more fortunate in life doesnt mean you get to make calls about other people

It doesn't shame the country, it shames the government. This is just another example of the cull, social cleansing in progress.

No, this has nothing to do with the government. It's a decision that's been made by Oxford City Council... a LABOUR controlled council. So much for all-inclusiveness.

Need I remind you that prior to June Oxford had been held by the tories for 30yrs? They were committed to criminalising homelessness, ''A petition urging Oxford City Council to scrap plans to ban rough sleeping in the city has gained 65,000 signatures. The proposed Public Spaces Protection Order (PSPO) would ban certain anti-social activities in the city centre and fine those who breach the order. Opponents say the PSPO would effectively criminalise homelessness and is an attempt by the council to "cover up" the city's housing crisis.'' http://www.bbc.co.uk/news/uk-england...shire-32282822 What is the reason for the explosion in homelessness? Sometimes it helps to look at the bigger picture, no one council has any culpability here, nor is it a nationally shared shame, it is a central government funding failure issue. The shame is 100% theirs. ''Oxford continues to be one of the cities with the highest number of rough sleepers outside of London. Numbers in the city last year rose from 11 in 2010 to 39'' http://www.bbc.co.uk/news/av/uk-engl...rough-sleepers

Put the energy and money wasted on this pathetic idea to other uses.
Cheaper and more logical to turn abandoned buildings into hostels for the homeless than paying to imprison these poor unfortunate people. Whatever the reason people are made homeless they need help not persecution. |

the reality is that
1. they are a fire risk and the businesses complained 2. the council had to do something 3. this at least is something that they can do and it pleases the businesses and perhaps gives the police a good reason to shift them 4. business is more important than homeless people, probably a fact |
