Is there a difference between them or what?

I keep seeing them both used but can't work out any difference. Im not gagging to know just always been a bit curious.

I think one is a straight ban and the other is a build up of infractions, I might be wrong though.

Correct.

When you're banned you basically loose all connection with the forum if I recall correctly.

Ugh no idea whats what. When I was banned it was a straight kick out (9 points) from Mark for insulting him. It said banned underneath my name but I could still send/receive PM's and my avatar remained
