Jenna was a SCREAM 26-29 and provided one of the most iconic arguments I've seen from the show, and then has sorted faded into the background since

Tori has been in 2 seasons I've seen and I can't remember one thing she did

See, this I can agree with.

Jenna's story line is basically that she says and does the dumbest things... And doesn't look like much of a competitor... But she kills in challenges and eliminations when you least expect it. She has gotten to the final three in most of her season.

Tori I think could be/has been a great competitor, but she has atrocious taste in men... and she let's that be her narrative.

If you force me to choose... I guess Tori is more basic.

Idk about Tori fully but Jenna is NOT basic I find her pretty funny & an enjoyable watch in most of her seasons Maybe pretty irrelevant and out of the drama in recent seasons though
