The decision should be up to the student imo.

After all people should be allowed to dress in a way that makes them feel comfortable.

The irony of this is that when I was at school, a group of senior girls got together (and actually got legal representation, via one of their parents) and campaigned for months so that girls COULD wear trousers, as previously the uniform for girls was skirts only and the school wouldn't budge on the policy. The group did eventually win and the school caved and allowed "smart trousers" for girls (no leggings).

Was just going to say, i would have been delighted if this was a rule back when I was in school. I got in so much trouble for ignoring the skirts for girls rule and wearing jeans with my uniform in bad weather.
