Depends on the person I guess but a changing room is for changing some people are more discreet than others but as far as I was aware there is not rule (usually) in a changing room that says you have to cover yourself with a towel at all times, If that was the case there would be no need for changing rooms in the first place

Guess that makes sense. I don’t like changing in front of people so I guess it’s just a me thing.

To answer the question no it wouldn’t annoy me if it was just for a short period.
