What you're describing is called "internet blood sports". People are just now finally getting a feel for what that really is and are starting to shift gears from how they interact (or at least their thinking..).

I think that Section 230 will get a closer look soon. They've been in talks of either amending it or repealing. It's hard to say what would happen, but one of the side effects of a repeal could be mean all online moderation goes away or the sites just simply close down because they can't afford the litigation...

Section 230 protects platforms from liability from all the horrible crap that gets posted online.
