This is the description that comes from under the vid:

The clip is outside a courtroom. The puncher is the mother of a DUI victim. The punched is the mother of a girl who was severely brain damaged in the same accident. The woman who got punched accused the dead victims of being high and cheating on their girlfriends the night they died. snopes has the full story.
