There is a genuine fear of being perceived as racist in official offices (including the police, councils etc.) and it is leading to huge problems. Of course, this stems from the fact that there have been abundant clear examples of actual racism and discrimination in the past in pretty much all of these places, which makes it a rather complicated tightrope to walk. Generally it’s not that they don’t want to act - and most would be happy to act once someone gets the ball rolling - but no one wants to be that person.
