They are meaningless unless you look 17 when you are 24.
Only other good use for them I can think of is to prove your ID for betting sites. But thats a negative thing
Maybe saves a the cost of a full passport for people just flying around the UK, but that's about it.
Waste of time and money. A bit like himself.
