In a keynote speech outlining how he plans to pull Britain out of recession, the Conservative leader will tell delegates at his party's Spring conference in Cheltenham on Sunday that he will usher in a "complete change of direction" if he wins a general election next year.

Mr Cameron will say he is ready to rule and to take Britain through the "storm" of the economic downturn by changing the way the country is governed. "I'm not just talking about changing one group of ministers for another.

"I'm talking about a whole new, never-been-done-before approach to the way this country is run. Why? Because the world has completely changed."
Labour's economic incompetence has left Britain at risk of becoming the "sick man of Europe again", he will say as he promises a new approach based on delivering more for less and forcing ministers to be accountable for the money they spend.

Mr Cameron plans to incentivise ministers to save taxpayers' money as part of a massive cultural change in Whitehall aimed at getting Britain's spiralling debt crisis under control.

He and the Shadow Chancellor George Osborne are also drawing up plans to cut wasteful spending by overhauling the tax credit system, scrapping ID cards and reining in public sector salaries and pensions, among other ideas.
