It certainly looks like Ch5 have covered up for Jay because of his contract with Outside Management. Which stinks! Imo.

Why ask a question then immediately confirm you are certain of the answer?.

I'd imagine what was said earlier is right, there all signed up to some agency, those without one as of BB are signed to a BB Partner.
