Please tell me someone else knows and likes this song?

I remember in Summer when I was about 7 - I called for my mate and was sitting on her wall waiting for her, and her Dad was like playing this song.
But the EastEnders Omnibus was playing in the window aswell, so for years I had been convinced this was to do with EastEnders [and don't know if it was or not].

I've tried to track it down for years and finally found it omg.
