Who's in charge of the education system?
The government.
The government clearly produce harmful rain. But why would they do this you may be asking (then again you're too narrow-minded to see this factual possibility so maybe you're not but let me explain to you)

• When my fish died, I felt demotivated. This meant I didn't leave the house for 2 weeks, and so I contributed less to crowds in town. This results in less traffic, allowing people to get to their government jobs on time, and provide for the government and the cost of my fish's (and many other people's fish's) life
• To cover up global warming. You know when you run an ice cube under water (hot or cold) it melts? Same thing with rain. Rain in Antarctica melts the ice caps, raising the sea level, causing floods which kill people. With thousands of lives claimed by floods from raising sea level (due to the rain melting the ice), there is lower population, therefore there is less crowding and less traffic and therefore people get to their government jobs earlier to provide for the government.
• Of course all the massive rain falls contribute to flooding. See above for the disastrous effects.
• the government puts in man-made chemicals into their man-made rain. This kills trees, plants, as I have established, fish. With less plants and fish, people have less food to eat due to the rain, and consequently they die. Less people, less crowding, less traffic, more people can get to their early rise government jobs on time. Simples
• There is no documentation of rain in dinosaur times. The dinosaurs did not have a government - at least one with the scientific knowledge to produce 'rain'
• There is literally no benefit to rain - so why does it exist?
• If water evaporated to form clouds, how come only some water evaporates? why doesn't the entire ocean evaporate to form clouds?

Of course, we can't forget one of the biggest leaks in modern history. The BBC was threatened with execution by the government if they told the truth so they just had to lie and spin the truth but what you see here is what the government do every day to ruin morale and kill people and get people to their government jobs earlier
