It says on Wikipedia Biggins' comments were aired and people complained to Ofcom, but the complaints were rejected.

He was removed from the house on Day 9 after making offensive comments.[14] Forty-four people complained to Ofcom about comments Biggins made about bisexuals, but Ofcom ruled that although the comments could cause offence, they were likely to be within the audience's expectations, and his comments were therefore found not to be in breach of broadcasting rules.

The difference in reactions with Biggins to Lewis is that Biggins was only in the house for 9 days rather than 7 weeks, wasn't removed with only a week to go, and wasn't the favourite to win. And it is Celebrity rather than normal Big Brother.

Also Biggins' comments were apparently aired, but I don't remember because I couldn't have watched that series all that much, or been that interested in it.
