...I don’t think he could lose though...if he did it would surely mean that no political party ever could form a manifesto in case of an unfulfilled promise or intention..?...it’s an interesting one...

There's a difference between an unfulfilled pro,ise and a lie, though, which obviously is in the intention. If something just turns out to be unfeasible or inaccurate, or just impractical, that's one thing. If it can be proven that the person KNEW the information they were giving out was false BEFORE they said it, that's a totally different matter.
