I think they have already had sex in the villa when they were sleeping outside and in the hideaway, I think how Maura carried out during the Jordan thing made him see her in a different light, and also he has a lot to lose career wise and they were in a room full of people so I don't blame him at all.
Also I think he looked a bit fearful when Maura said she was moving to Manchester
