The rules are that if you have had contact with someone who tests positive, you isolate for 14 days. That's it. That simple.
There is no "... unless you've had it before so you're probably immune or think you probably won't have caught it" clause.
Is it unlikely that he'll have caught it? Probably. SHOULD it be that previously infected people don't have to isolate again? Maybe so. But currently, that's not the rule. So I'm not sure why anyone is confused about why he has to isolate.
