You're asking a question. There is absolutely zero way to be racist by asking a question. You ask questions to seek information not to oppress or discriminate against somebody based on their ethnicity.

If Terry Smith had been arrested she wouldn't be asking where he was from and what are his attitudes to women. As much as I'm sure she'll deny it.

English people can be "individual" and are not representative of the places they're from. "Foreigners" are all representatives of their countries and "all the same" in the minds of certain people.
