TBF the owner could be abroad or whatever - depends how much notice they gave. If they only gave a couple of weeks notice the car's owner might not even be aware. Or it might have been abandonned. I've seen cars sit for months unattended... I believe the council has to send out multiple letters to the registered owner's address and wait a certain amount of time before they can tow.
