I imagine that list factors in all their non boxing earnings too. Therefore Khan is probably head and shoulders above Brook in terms of wealth, what with his public personal and marketability outside of boxing. I know he had a reality show with his wife, never watched, but his sponsors will pay more to these guy's the more public exposure they get.
