I think it is because most people 20+ are sexually active. When I was college, the girls 16-18 who I was friendly with had the jab but they were already sexually active. They say the jab might not have an affect if you have already had unprotected sex because you would have already caught the virus? Anyway it is being offered at boots now for 18-54 year olds for about £400 and from your gp!
