There are watchdogs in place to check for foul play with record sales. Simon is not stupid enough to risk his rep and standing in the industry by fixing sales. If thats what you mean.

Indeed many XF acts have flopped. I think Cowell is a realist and just lets them sink or swim by themselves. He can't keep covering their arses. Plus he always has new talent lined up constantly.

And Chers record is very commercial and catchy. You may not rate it but its really not hard to see why its a hit. Indeed it actually sounds like several other hits combined.
