Well a bit extra doesn't mean filling your tanks and more,much depends on the vehicle and what mileage you get. but to have put perhaps another 4 to 6 litres may have likely helped to get people though until the Government had its own prepared plans up and running to ensure garages got supplies in the event of a strike,
The PM was likely only meaning put a bit more fuel in your tank to see you through few days in the event of a strike, not plan for months without being able to get any fuel

I know its easy to knock PMs and Gordon Brown was also often hammered for things not always his fault but if the PM had said nothing and a strike had occurred, he would certainly now be getting hammered left,right and centre for not giving some guidance on the matter.
