CBB did more than half a million better than that (and it gave the CBB8 housemates' spin-off shows a million viewers each afterwords during CBB9), CBB8's launch got over 1.5 million more than they expected.
They can't have been expecting too much from it, the negotiations stalled twice and if it wasn't for it being the last one at the time BB11 would probably have got the same as BB12 did or BB13's getting now, BB10 only got a few hundred thousand more than it.
If they were happy with BB12's ratings, they'll be happy with BB13's, as I said, it's probably going to beat it in the officials.
From what Jeff said in that interview I linked to, it sounds like they expected CBB to do better than BB did, would explain why they did that first.
