I am a smoker and I have never screamed, cried or thrown a tantrum being without a ciggy (sure, I've snarled and stamped my feet a bit but not enough to grab anyone's attention). If I was in the house aware I was easily prone to get agitated, angry and scream, I would first bear in mind the millions of people watching realising the possible consequences of my actions and perception towards me. I would also take necessary precautions.

And there is a clear disinction to made from Shell's actions: It wasn't the fact Shell was out of ciggies that made her act the way she did, it was Stu winding her up. There could even be a message being sent out there (where's Geoff Beattie when you need him! )

I do agree there is a lot more to Shell than this sweet natured art lover, and why I believe her tantrum was contrived to bring attention to herself.
