Yeah they should plus BB said when they were announcing the girl power twist that the girls would decide which boys to save so that's the reason the hm's think it's more than one.

I agree with Niamh - the whole thing is a tad confusing. However, you are right, BB did say in the power twist the girls will decided which boy(s) to save, so from that, we (as viewers) are assuming there will be more than one boy saved. But it appears that Jale, Helen and Kim seem to believe that it will be one boy, hence them putting forward their favourite to save. And I have a feeling that Danielle and Ashleigh might have been persuaded that this is the case. I'm sure it will all come out in the wash. It is also interesting that BB are suggesting tasks for the boys to do for the PH girls, presuming, I guess, that the girls will save the boy(s) based on the outcome of those tasks - otherwise the tasks are pointless and the girls will have their favourites regardless.
