If by a freak accident everyone in the house died would Winston be declared winner?

Just for arguments sake some freak accident happened like the house collapsed for example killing all existing housemates would BB have to declare the last evictee Winston the winner of BB 2014?

Now I am not a Winston fan just wondering if this would be the case?
