People refer to it as Road Tax. Some people still call the Council Tax 'Poll Tax'. It's a figure of speech discussing the use of it is not so much a debate as a hair splitting fest.

As far as I could tell there was a cycle path available. If you drove a car you'd probably notice many cyclists using the roads when a cycle lane is right there, available for them. Add to that the fact that people pay a lot of money to use the roads when driving a car it's fair to expect those who don't pay - at all, whatever you want to call the charge - to use the cycle paths provided for them.

It's not hair splitting it's presuming you as drivers have more right to be on said roads even though road tax has not existed for many years, it cannot and should not be used to bully other road users or as an excuse for dangerous and aggressive behaviour.
Council tax covers highways which everyone pays.
