It's an article about a court case where someone provided a significant alteration to someone's appearance (ie hair) against their wishes. The person who received the unwanted haircut won the case and her ex was charged with assault. That's what legal precedent is. A prior case of relevant application of a law.
And the police may laugh in your face but the judge wouldn't.
