..........alas this would not fit into 'world time' minutes are consistent it's

hours which vary +/- depending on longitudinal positioning east/west

The point of turning the clock back/forward makes sense if you are a farmer way up North.
It goes back to give a bit more light through the winter when it is much needed, then goes forward when we don't.
