You are correct mostly in your post but if Ruth Davidson had a Scottish Westminster seat,as leader and even PM of the then Con Party,she would be unable to vote on English only issues,due to the present govts.only English votes for English laws ruling.
It would be absurd to have a leader who was not able to vote on the Party's policy.
Ludicrous.

Oh,I'm fully aware Scottish MPs elected in Scotland have Westminster seats by the way.
I do know quite a good bit about how politics works thank you.
