I don't think it was a set up ! , Amir decided to be an arsehole and he wanted to do this and I don't believe anybody told him to do it , he's so thick he'd probably let it slip if that was the case . There's other ways the producers can stir the pot ,they wouldn't scheme with the campmates to this degree regarding the treat .

If producers want to mess with their heads they'd probably just cancel a treat full stop rather than plot with dumb & dumber .

And even if it was a set up I personally wouldn't go along with such a spiteful juvenile act and I'd tell the producers I'm not playing their BS game as I would never want to refuse anyone food or treats , as that's just nasty .
