You should find out how to create a forum and then just make one yourself You have all these ideas for the forum and most of them don't get put in place. You could test them on your site and then use it as 'evidence' to get them implemented on here.

How about this.

Add a donations button on to the forum. Once the required amount of money to run the forum is donated, the desired features get put in place on this forum. This can be an annual thing or it could all just happen at once.

I'm totally against the VIP perks etc cos I can see it now

Yep.

People are championing the team based system because it rewards the whole forum for anonymous donations. No elitism and no separate groups of users.

People don't want to donate money unless they have a big shiny badge on their name that says they do that.
