@Mystic Mock Now that I've actually looked at the thread properly. I saw that "hat" (a very British version of Aladdin's carpet), but it was one of the first ones I'd found by typing in "worst hat" ...

(It also kind of looks like the Katamari hats/headwear)

My second option, but just didn't seem to be stick out enough to me, (no pun intended):

She looks like Naomi Campbell a bit, but no idea who it is wearing it. Apparently it's made of PVC and made London Fashion Week.
