Yes and because they were privatised, the public can do little to nothing to provoke change.
They just do as they like.
Lining their own pockets however at the expense of the public.

I personally think the Railways, Water and Energy should all be in public ownership.
At least then the public can express satisfaction or not around every 5 years.
So have much more influence, rather than just having to put up with failure and never ending rising bills and rail fares.

Govt. regulated and part of council tax bill in Scotland... I was constantly forgetting to pay water bill when we lived in England because it had never been a thing before .

i think essential utilities like electricity, gas and water should all be government owned/controlled. I'm not convinced about the railway, as i said earlier, i lived through it, and it was bloody awful
