They just do as they like. Lining their own pockets however at the expense of the public. I personally think the Railways, Water and Energy should all be in public ownership. At least then the public can express satisfaction or not around every 5 years. i think essential utilities like electricity, gas and water should all be government owned/controlled. I'm not convinced about the railway, as i said earlier, i lived through it, and it was bloody awful
