Well it's NOT free if anyone elderly or anyone really who doesn't have say a smartphone..
Then has to go the expense of getting such a device, plus the ongoing costs.

They want to increase the amount of data they have on every adult in the country and they can then use AI to profile every single one of us with incredible accuracy. Even without a sophisticated reason, modern govt just doesn't want to leave people tf alone. I remember a time when we didn't have to think constantly about what govt would or wouldn't try next.
