However, I don't understand why that memorial is not at least at near head height.

Not only that but the bored football firms are getting involved because they get little chubbies from the fighting, they have no real political ideology, and they'll keep hitting the streets for as long as they have an excuse. Well exactly, they usually use football as an excuse but football (with a live crowd, at least) has been kicked into the long grass, so to speak, but these guys are hooked on that culture and have absolutely relished the excuse to get back out there. That's not to say they're not racists though. They're that, too. It'll be the cherry on top for them. But they'll fight with whoever gets in their way. BLM protesters, police, random bystanders... They don't really care.
