Theres a similar viaduct here in Sheffield and there are loads of businesses under them but they are really tiny. Maybe thats my mental blockage. I can't see beyond that

When it was a painted backdrop yes

The first outside built set actually had a real railway viaduct at the end of the street & real trains went along it!
