I don't like him (he had a brief redemption arc during the hippy task but other than that he's awful) but Tom needs to go. We actually have a chance to get rid of him and it's being wasted on Joe

And yeah, in terms of entertainment value Joe clearly provides more than Tom ever will.

she did talk to tom about him evicting her mom and the things she doesn't like about him, but she doesn't want to make a big deal out of it, and Tom appreciated her honesty, so yeah it's not like they are best friends but they are just not getting in each other's way in the house
